Ley Ómnibus: el excesivo costo político que paga Milei

“Ahora queremos hablar con Milei. Ya le encontramos la pera”, asegura un gobernador en términos boxísticos. Algo que puede traducirse en que ya le encontraron un punto débil al Presidente.
La Casa Rosada dice tener casi asegurada la aprobación en general del paquete legislativo, aunque luego de haber retirado la mitad de los artículos. Pero sería una lectura incompleta, porque aún falta un largo trecho.
Algunos legisladores con años en el Congreso no pueden comprender que el Gobierno haya puesto en la negociación por el proyecto ómnibus con los gobernadores y la oposición aliada sólo a la Cámara de Diputados pero no al Senado. ¿En qué difiere? Que la aprobación en Diputados no garantiza que la votación sea automática en el Senado, ni mucho menos.
Por ejemplo, el oficialismo convocó a los diputados de la oposición aliada pero no a sus pares del Senado para definir una estrategia común. Ocurrió con el radicalismo. Tampoco hay un diálogo fluido con los otros bloques provinciales.
Ahora, todos admiten que se deberá empezar a negociar desde cero en el Senado. Con un riesgo mayor; el kirchnerismo tiene 33 legisladores, y queda a sólo 4 de la mayoría. Ergo, La Libertad Avanza no puede darse el lujo de perder ningún voto.
Victoria Villarruel y su equipo ya venían sondeando a los distintos espacios, pero el paquete legislativo cambió tantas veces, que hoy no hay certeza de contar con la mitad más uno en el Senado que había conformado en un principio.

En el medio, la relación del Gobierno con los gobernadores se tensó en la discusión por la ley en Diputados, porque la Casa Rosada se negó a coparticipar el impuesto PAIS. Sin embargo, los mandatarios provinciales tenían pocos diputados propios que ofrecer, pero sí tienen senadores propios. En el hipotético caso de que vuelvan a reclamar la coparticipación del impuesto PAIS u otro beneficio para votar la ley en la Cámara Alta: ¿Podría negarse Javier Milei?
Por si fuera poco, cualquier modificación que se le realice en el Senado al proyecto aprobado en la Cámara Baja, volverá a Diputados y demorará todo el proceso. Nada hace prever que vaya a ser votado a libro cerrado, teniendo en cuenta la cantidad y heterogeneidad de intereses que aborda, afectando actividades, regiones y provincias.
Por estas horas el Gobierno debe estar evaluando que las sesiones extraordinarias dispuestas hasta el 15 de febrero deberían ser prorrogadas. Porque es factible que el Senado pretenda organizar audiencias con funcionarios y otros sectores para debatir el proyecto; y también, que haga modificaciones, por lo que deberá volver a Diputados para su tratamiento. Y eso puede llevar varias semanas.
Las distintas “marcha atrás” del Ejecutivo al quitar o modificar artículos, y la falta de interlocutores políticos que planifiquen de antemano la estrategia y la negociación, reflejaron de algún modo la debilidad que se preveía en el oficialismo. Y eso lo olfatean, especialmente, los aliados. Que probablemente se ocupen de que el costo político que deba pagar Milei, sea mayor al que se esperaba.
